The Telangana government has come under scrutiny following the participation of its irrigation department officials in a Central Water Commission (CWC) meeting held in New Delhi on Thursday, despite an earlier formal objection raised by the state government.
Background to the Dispute
The Congress-led Telangana government had previously written to the Centre stating that it would refrain from attending CWC meetings if approvals related to the Nallamala Sagar project were not halted. The letter had conveyed clear opposition to the continuation of approvals, linking Telangana’s participation in CWC forums to the issue.
This position had been presented as part of the government’s stand on inter-state water project clearances and related administrative processes.
Attendance at Delhi Meeting
Contrary to the earlier communication, Telangana irrigation officials attended the CWC meeting in Delhi. The delegation was led by Adityanath Das, representing the state at the technical-level discussions conducted by the Commission.
The attendance took place even though the Congress government’s stated conditions regarding the Nallamala Sagar project had not been addressed or accepted by the CWC.
Questions Over Agenda and Clarity
Following the meeting, questions were raised regarding the agenda discussed at the session. In response, Principal Secretary of the Irrigation Department, Rahul Bojja, offered explanations that were described as inconsistent.
While stating that the Andhra Pradesh government had not placed any agenda items before the meeting, Rahul Bojja was questioned about the agenda points related to Telangana. His responses on the Telangana-specific items were marked by a lack of clarity.
The explanations failed to clearly reconcile the government’s earlier position with the officials’ participation in the CWC meeting.
Administrative Implications
The episode has drawn attention to the coordination between political decisions and administrative actions within the state government. The contrast between the formal letter sent to the Centre and the subsequent participation of officials has raised questions over internal consistency in policy execution.
The developments also place focus on how inter-state water project discussions are being handled administratively, especially when public positions are taken at the political level.
