I&B Ministry Reviews Plan for AVGC Content Creation Labs
The Ministry of Information and Broadcasting held a high-level stakeholder consultation on Thursday to advance plans for establishing content creation labs in 15,000 schools and 500 colleges across India. The initiative is part of the government’s effort to strengthen the Animation, Visual Effects, Gaming, and Comics (AVGC) ecosystem.
The consultation took place at the National Media Centre in New Delhi and focused on operationalizing the project through the Indian Institute of Creative Technologies (IICT), which was approved by the Union Cabinet in September 2024 and is now functioning from the NFDC campus.
IICT to Anchor Nationwide Initiative
Addressing the meeting, Information and Broadcasting Secretary Sanjay Jaju said the IICT will serve as the central institution for implementing the proposed labs. He noted that the labs are envisioned as a major talent pipeline for the institute, supporting skill development in creative technology fields.
Discussions during the consultation covered lab design, hardware and software requirements, and the need for a common framework. Officials also emphasized maintaining flexibility to accommodate varied institutional needs during implementation.

The Content Creation Labs initiative is positioned as part of the government’s broader “Orange Economy” strategy, which aims to leverage creative industries for economic growth and employment generation. Officials stated that the labs will function as advanced creative studios, providing students with hands-on exposure to professional production workflows and industry-standard tools.
Participants also discussed aligning the initiative with the National Education Policy (NEP), ensuring both foundational learning and specialized training in creative and digital media fields.
Skill Development and Industry Alignment
Stakeholders highlighted the importance of mentorship programs and the development of original intellectual property within the labs to strengthen global employability and encourage creative entrepreneurship. The consultation also underscored the need for coordination between central missions and state education departments to scale the initiative effectively.
Officials said the proposed labs are expected to bridge the gap between academic learning and industry requirements, nurture innovation, and prepare students for emerging roles in the technology-driven creative economy.
